Barcelona City Council regulates private building developments during the state of alarm – COVID19

On 17 March 2020, Barcelona City Council approved a decree by which

  • – DECLARES THE SUSPENSION of the periods of execution of the private promotion works established in the municipal enabling titles of any type (licence, deferred or immediate communications, “assabentats”) during the period of validity of the state of alarm and, if appropriate, of the extensions that may be adopted.
  • – WARNS to the promoters must suspend the works, installations and constructions are being carried out in the municipal area of Barcelona if they cannot guaranty the application of the safety measures approved by the WHO, the state and regional health authorities and the Barcelona Public Health Agency to their employees.

This warning covers both major and minor works.

  • – RECOMMENDS the suspension of all private development works that involve travel on public roads.
  • – It excludes from the scope of the Decree the actions to be carried out during the validity of Real Decreto 463/2020 (i.e. 15 days from 14th March) when they are justified to ensure the safety of people.

The Decree therefore seems to allow the completion of works covered by execution orders whose fulfilment is compulsory during the period indicated above and always in the interest of guaranteeing the safety of persons (not of buildings, if this does not imply a risk to persons). The Mayor’s Decree has been published in the Boletín Oficial de la Provincia de Barcelona on March 18th, 2020.

Urgent measures in the fields of public contracting, health and healthcare waste management, transparency, public transport and tax and economic matters – COVID19

On Thursday 19 March came into force the Decreto Ley 7/2020 of 17 March on measures in the field of public procurement, transport, tax management, hospital waste treatment and transparency, approved by the Government of the Generalitat de Catalunya.

The following is a description of the measures adopted in relation to the field concerned, with particular emphasis on those of a social and economic nature, excluding health measures.

In relation to public procurement:

– Certain measures are adopted in relation to the fulfilment of certain contracts currently in force in sectors of activity highly affected by the situation generated. Specifically:

  • 1. The execution of certain contracts for educational centres and public buildings, facilities and equipment in Catalonia has been suspended. The duration of the suspension will run from 14 March 2020 until the date on which the closure order is lifted.
  • 2. The execution of other local authority contracts is suspended.
  • 3. Contracts for works and related services or assistance contracted by the Administration of the Generalitat or its public sector are also suspended.

– It is foreseen the possibility of implementing meeting boards that meet without face-to-face assistance. In addition, the emergency processing by local entities is authorised in certain cases.

– The Centre for Telecommunications and Information Technology of the Generalitat is authorised to use emergency procedures for a number of essential services and supplies.

In relation to the self-employed:

– Under certain conditions, a maximum aid of 2,000 euros is foreseen for self-employed workers, in order to alleviate the reduction of their economic activity as a result of the pandemic. The following requirements must be met:

  • – to be registered in the special social security regime for self-employed workers.
  • – to have their tax domicile in a municipality of Catalonia.
  • – to have their activity paralysed as a result of the pandemic, and at the same time to demonstrate a drastic and involuntary reduction in turnover.
  • – to accredit economic losses in the month of March 2020, compared to the same month of the previous year. In case of less than 1 year, the comparison will be made with the average monthly benefits of the discharge.

In the area of tax matters:

The deadlines for filing and paying taxes are suspended. Specifically, it is established the suspension of the submission of self-assessments and payment of taxes belonging to the Generalitat de Catalunya and the taxes transferred to it.

In matters of transparency:

– Requests for access to public information may only be submitted electronically while the provisions and measures of containment adopted are in force.

In relation to public transport:

– The need is foreseen to evaluate the impact that the decrease with regard to fare revenues will have on the transport system, as well as to include within the economic forecasts the increase in the expenses of public transport operators as a result of a greater use of material and personal resources.

Suspension of Tax Deadlines – COVID19

On 18 March last, Royal Decree Law 8/2020 of 17 March on urgent extraordinary measures to deal with the economic and social impact of COVID-19 (hereinafter RDL 17 March) came into force.

Some of the most important measures are those relating to the flexibilization of the deadlines for the payment of tax debts, and in general the suspension of deadlines in the tax field, provided for in Article 33 of the RDL, 17 March.

The measures adopted are set out below:

A. Extension of deadlines

  • – They are extended until 30 April 2020:
    1. The deadlines for payment of the tax debt resulting from settlements made by the government, as well as the tax debt, once the enforcement period has begun and the injunction has been notified.
    2. The deadlines and instalments of the deferment and instalment agreements granted.
    3. The deadlines related to the development of the auctions and the awarding of goods.
    4. The terms to attend to the requirements, seizure proceedings and requests of information with tax significance.
    5. The time limits for formulating arguments before acts of opening of said procedure or hearing, dictated in procedures of application of taxes, sanctions or declaration of nullity, return of undue income, rectification of material errors and revocation.
    6. The time limits to deal with requests and applications for information made by the General Cadastre Board which are within the time limit for replying to the entry into force of this Royal Decree Law are extended until 30 April 2020.
  • – They are extended until 20 May 2020 (unless the period granted by the general rule is longer)
    Any of the six cases listed above, which have been reported as of March 18, the date of entry into force of RDL 17 March.

B. Voluntary compliance

If the taxpayer complies with the tax request or application, or presents his arguments, the procedure will be considered completed, without prejudice to the provisions regarding the extension of deadlines.

C. Calculation of time limits (for the period from 18 March to 30 April 2020)

  • – It shall not be taken into account the deadline of the procedures for the application of taxes, penalties and reviews carried out by the AEAT. However, during said period the Administration may promote, order and carry out the procedures that it considers mandatory.
  • – It shall not be taken into account the deadline of (nor for the purposes of expiration): the right of the Administration to determine the tax debt through the appropriate settlement or to demand the payment of settled and self-assessed tax debts, as well as the right to request or obtain the refunds arising from the regulations of each tax, refunds of undue income and the reimbursement of the cost of guarantees.

D. Notifications

In the appeal for reversal and in the economic-administrative proceedings, the resolutions that conclude them shall be deemed notified when there is evidence of a notification attempt of the resolution between March 18 and April 30, 2020.

E. Complaints and appeals

The period for appealing or filing economic-administrative claims against tax acts, as well as for appealing administratively against the resolutions issued in economic-administrative proceedings, will not begin until after 30 April, or until the appropriate notification has been made, if this has occurred subsequently.

It should be noted that the measures set forth herein will be applicable to those procedures whose processing has been initiated prior to the entry into force of the RDL of March 17.

Finally, and in relation to the validity of the announced measures, these will be in force for a period of one month from their entry into force – March 18, 2020 – that is, until April 17, 2020, without prejudice to the possibility of extending their duration by the Government.

В связи со сложившейся ситуацией и новыми мерами, принятыми правительством Испании для недопущения распространения COVID-19, введением чрезвычайного положения, 17 марта 2020 года был опубликован Королевский Указ-Закон 8/2020 «О чрезвычайных и неотложных мерах по противодействию экономическому и социальному кризису в условиях COVID-19».

 

В ситуации чрезвычайного положения, возможность проведения общих собраний акционеров посредством видеоконференций, обеспечивающих аутентичность трансляции и двустороннюю или многостороннюю связь в режиме реального времени, с гарантией звука и изображением присутствующих, получили управляющие и административные органы ассоциаций, гражданских компаний, коммерческих предприятий, кооперативов и фондов. В этом случае, местом проведения общего собрания считается юридический адрес общества.

  • Новый Указ-Закон 8/2020 устанавливает возможность принятия решений акционеров в форме письменного голосования. Без проведения формального заседания по предложению президента собрания. Письменная форма принятия решений становится обязательной по требованию, по крайней мере, двух членов управляющего или административного органа юридического лица.

 

  • Новый Указ-Закон 8/2020 разрешает проводить в 2020 г. общие собрания участников (обществ с ограниченной ответственностью, кооперативов, гражданских компаний, ассоциаций и фондов) в заочной форме и существенно упрощает механизм принятия решений акционерами и юридическими лицами.

 

  • Указ-Закон 8/2020 вводит мораторий на утверждение финансовой отчетности за предыдущий финансовый год очередным общим собранием акционеров, который в рамках нового постановления, должен будет проводиться   в течении трех месяцев с момента предоставления документов административными органами на рассмотрение участников- акционеров, это касается ассоциаций, гражданских компаний, коммерческих предприятий, кооперативов и фондов.

 

  • В Королевском Указе – Законе 8/2020 все временные ограничения связаны исключительно с порядком введения и отмены чрезвычайного положения на территории Королевства Испании.

 

  • Указ- Закон 8/2020 лишь частично упрощает организационный процесс административно – управляющих органов юридических лиц в условиях пандемии и вводит разрешение по использованию телекоммуникационных средств при проведении собраний акционеров.

 

  • И все же, рекомендуется внимательно анализировать возможности и риски дистанционного участия в общих собраниях акционеров, ввиду возможных дополнительных ограничительных мер по срокам, формату проведения и механизму голосования управляющих и административных органов ассоциаций, гражданских компаний, коммерческих предприятий, кооперативов, фондов и корпораций.

 

  • Принятый Указ-Закон 8/2020 вступил в силу 18 марта 2020 года на территории Испании, срок его действия 1 месяц, за исключением, если режим чрезвычайного положения будет продлен органами государственной власти страны.

The new definition of empty housing – Catalan Decree-Law (DL) 1/2020 of 21 January amending Catalan Decree-Law (DL) 17/2019 of 23 December on urgent measures for access to housing

DL 17/2019 amended article 3 (d) of the Catalan Law on the Right to Housing, Law 4/2016, of December 23, considering an empty dwelling as “the dwelling that remains permanently unoccupied, without just cause, for a period of more than two years. For this purpose, justified causes include relocation for work reasons, change of address due to a situation of dependency, abandonment of the dwelling in a rural area in the process of losing population, and the fact that the ownership or possession of the dwelling is the subject of a pending legal dispute. Occupation without legitimate title does not prevent a dwelling from being considered empty, except in the case where the owner of the dwelling can prove that he has initiated the appropriate legal action for the effective recovery of possession before the deadline for considering the dwelling empty has expired“.

According to DL 17/2019, validated on February 5, 2020 by the Parliament of Catalonia, a dwelling is considered empty if it remains permanently unoccupied, without justified cause, for a period of more than 2 years, counting from the moment the owner has the disposition to do so and there is no cause that justifies its unoccupation.

Thus, the DL 17/2019 did not change the causes that justified the unoccupation of the dwelling, considering as such the transfer for work reasons, the change of domicile due to a situation of dependence, the abandonment of the dwelling in a rural area due to loss of population and the fact that the property or the possession of the dwelling is the object of a judicial litigation pending resolution.

However, just one month after the promulgation of DL 17/2019, DL 1/2020 has come to modify DL 17/2019 only as far as the definition of empty dwelling is concerned. DL 1/2020 has also been validated by the Parliament of Catalonia.

According to the aforementioned DL 1/2020, a dwelling is considered empty “when it remains permanently unoccupied, without justified cause, for a period of more than two years. For this purpose, justified causes are the transfer for work reasons, the change of domicile due to a situation of dependence, the abandonment of the dwelling in a rural area in process of loss of population and the fact that the ownership of the dwelling is the object of a judicial dispute pending resolution. Occupation without legitimate title does not prevent a dwelling from being considered empty“.

The consequences of this change in the definition of empty dwelling are very relevant, at least in the following aspects:

The first, from the (very unfortunate) wording of the precept, it is clear that only disputes concerning the determination of the ownership of the property are valid grounds for considering that the dwelling in question is not an “empty dwelling” for the purposes of article 5 of Catalan Law 14/2015 of 21 July on the tax on empty dwellings.

In other words, the filing of legal actions that aims the effective recovery of possession (such as those filed against unpaid tenants and those against “squatters”) is no longer a cause that justifies unemployment and therefore, while the home remain busy, still without title, and with ongoing legal action, will not suspend or interrupt the term.

The second, that the consequences of the dwelling being considered as empty, determines that it could lead to apply:

  • – Coercive fine, which regulates the actions to avoid the permanent unoccupation of the dwelling, being able to impose a fine of €1000 per month while they remain unoccupied, with a maximum amount of 50% of the estimated price of the dwelling.
  • – Penalty consisting of a fine of €90,001 to 900,000 since the DL 17/2019 has typified as very serious the breach of legal and effective occupation of a dwelling, corresponding then to the above mentioned fine range.
  • – Compulsory expropriation, if a breach of the social function is declared.

La nueva definición de vivienda vacía y sus efectos – Decreto Ley (CAT) 1/2020, de 21 de enero, por el que se modifica el Decreto Ley 17/2019, de 23 de diciembre, de medidas urgentes al acceso de vivienda

El DL 17/2019 modificó la letra d del artículo 3 de la Ley de derecho a la vivienda, Ley 4/2016, de 23 de diciembre, considerando a una vivienda vacía como “la vivienda que permanece desocupada permanentemente, sin causa justificada, por un plazo de más de dos años. A este efecto, son causas justificadas el traslado por razones laborales, el cambio de domicilio por una situación de dependencia, el abandono de la vivienda en una zona rural en proceso de pérdida de población y el hecho de que la propiedad o la posesión de la vivienda sea objeto de un litigio judicial pendiente de resolución. La ocupación sin título legítimo no impide que se pueda considerar vacía una vivienda, salvo en el caso de que la persona propietaria acredite haber iniciado las acciones judiciales oportunas para la recuperación efectiva de la posesión antes de cumplirse el plazo para considerar la vivienda vacía.”

Según el DL 17/2019, convalidado 5 febrero de 2020 por el Parlamento de Cataluña, se consideraba como vivienda vacía aquella que permanece permanentemente desocupada, sin causa justificada, por un plazo de más de 2 años, iniciándose el cómputo desde que el propietario tiene disposición de la misma y no existe causa que justifique su desocupación.

Así, el DL 17/2019 no variaba las causas que justificaban la desocupación de la vivienda, considerándose como tales el traslado por razones laborales, el cambio de domicilio por una situación de dependencia, el abandono de la vivienda en una zona rural en proceso de pérdida de población y el hecho de que la propiedad o la posesión de la vivienda sea objeto de un litigio judicial pendiente de resolución.

No obstante, apenas un mes más tarde de la promulgación del DL 17/2019, el DL 1/2020, modificó el DL 17/2019 únicamente en lo que la definición de vivienda vacía se refiere. El DL 1/2020 también ha sido convalidado por el Parlamento de Cataluña.

A tenor del citado DL 1/2020, se considerará vacía “la vivienda que permanece desocupada permanentemente, sin causa justificada, por un plazo de más de dos años. A este efecto, son causas justificadas el traslado por razones laborales, el cambio de domicilio por una situación de dependencia, el abandono de la vivienda en una zona rural en proceso de pérdida de población y el hecho de que la propiedad de la vivienda sea objeto de un litigio judicial pendiente de resolución. La ocupación sin título legítimo no impide que se pueda considerar vacía una vivienda.”

Las consecuencias de este cambio en la definición de vivienda vacía son muy relevantes, cuando menos en los siguientes aspectos:

El primero, de la redacción (muy poco afortunada) del precepto se desprende que solo los litigios que tengan por objeto de la determinación de la propiedad de la finca son causas hábiles para considerarse que la vivienda en cuestión no es una “vivienda vacía” a los efectos del artículo 5 de la Ley 14/2015, de 21 de julio, del impuesto sobre las viviendas vacías.

Es decir, la interposición de acciones judiciales que tengan por objeto la posesión de la vivienda (como p.e. las interpuestas contra arrendatarios en situación de impago, los denominados “ocupas”) ya no es causa que justifique la desocupación y por ende, mientras la vivienda este ocupada, aún sin título, y con acción judicial en curso, el cómputo del plazo no se suspenderá ni interrumpirá.

El segundo aspecto hace referencia a las medidas que la Administración contará a partir de ahora en caso de detectarse viviendas vacías, que son:

  • – Multa coercitiva, pudiendo imponer la Administración multas de 1.000.-€ mensuales mientras permanezcan desocupadas, con un importe máximo del 50% del precio estimado de la vivienda.
  • – Sanción consistente en multa de 90.001.-€ a 900.000.-€, puesto que el DL 17/2019 ha tipificado como muy grave el incumplimiento de ocupación legal y efectiva de una vivienda.
  • – La expropiación forzosa, si se declarase el incumplimiento de la función social.

Suspensión de Plazos en el Ámbito Tributario – COVID19

El pasado 18 de marzo entró en vigor el Real Decreto Ley 8/2020, de 17 de marzo, de medidas urgentes extraordinarias para hacer frente al impacto económico y social del COVID-19 (en lo sucesivo, RDL 17 marzo).

Algunas de las medidas de mayor calado son las referidas a la flexibilización en los plazos para el pago de deudas tributarias, y en general la suspensión de plazos en el ámbito tributario, previstas en el Artículo 33 del RDL, 17 marzo.

A continuación, se exponen las medidas adoptadas:

  1. A. Ampliación de plazos.
  • – Se amplían hasta el 30 de abril de 2020:
  1. 1. Los plazos de pago de la deuda tributaria resultante de liquidaciones practicadas por la Administración, así como la deuda tributaria, una vez iniciado el periodo ejecutivo y notificada la providencia de apremio.
  2. 2. Los vencimientos de los plazos y fracciones de los acuerdos de aplazamiento y fraccionamiento concedidos.
  3. 3. Los plazos relacionados con el desarrollo de las subastas y adjudicación de bienes.
  4. 4. Los plazos para atender los requerimientos, diligencias de embargo y solicitudes de información con trascendencia tributaria.
  5. 5. Los plazos para formular alegaciones ante actos de apertura de dicho trámite o de audiencia, dictados en procedimientos de aplicación de los tributos, sancionadores o de declaración de nulidad, devolución de ingresos indebidos, rectificación de errores materiales y de revocación.
  6. 6. Los plazos para atender los requerimientos y solicitudes de información formulados por la Dirección General del Catastro que se encuentren en plazo de contestación a la entrada en vigor de este real decreto-ley se amplían hasta el 30 de abril de 2020.
  • – Se amplían hasta el 20 de mayo de 2020 (salvo que el otorgado por la norma general sea mayor)

Cualquiera de los seis supuestos enumerados arriba, que hubieren sido comunicados a partir del 18 de marzo, fecha de entrada en vigor del RDL 17 marzo.

  1. B. Cumplimiento voluntario

Si el obligado tributario atendiera al requerimiento o solicitud tributaria, o presentase sus alegaciones, el trámite se considerará evacuado, sin perjuicio de lo dispuesto sobre la ampliación de plazos. 

  1. C. Cómputo de plazos (en lo que respecta al periodo comprendido entre el 18 de marzo y el 30 de abril de 2020)
  • – No computará el plazo a efectos de la duración máxima de los procedimientos de aplicación de los tributos, sancionadores y de revisión tramitados por la Agencia Estatal de la Administración Tributaria. No obstante, durante dicho periodo la Administración sí podrá impulsar, ordenar y realizar los trámites que esta considere imprescindibles.
  • – No computará el plazo (ni a efectos de caducidad) de: el derecho de la Administración para determinar la deuda tributaria mediante la oportuna liquidación o exigir el pago de las deudas tributarias liquidadas y autoliquidadas, así como el derecho a solicitar u obtener las devoluciones derivadas de la normativa de cada tributo, devoluciones de ingresos indebidos y el reembolso del coste de las garantías.
  1. D. Notificaciones

En el recurso de reposición y en los procedimientos económico-administrativos, se entenderán notificadas las resoluciones que les pongan fin cuando se acredite un intento de notificación de la resolución entre el 18 de marzo y el 30 de abril de 2020.

  1. E. Interposición de recursos y reclamaciones

El plazo para interponer recursos o reclamaciones económico administrativas frente a actos tributarios, así como para recurrir en vía administrativa las resoluciones dictadas en los procedimientos económico-administrativos, no se iniciará hasta pasado el 30 de abril, o hasta que se haya producido la oportuna notificación, si esta se hubiera producido con posterioridad.

Destacar que las medidas aquí expuestas serán de aplicación a aquellos procedimientos cuya tramitación se hubiera iniciado con anterioridad a la entrada en vigor del RDL de 17 de marzo.

Finalmente, y en relación con la vigencia de las medidas anunciadas, estas estarán en vigor durante el plazo de un mes desde su entrada en vigor -18 de marzo de 2020-, esto es, hasta el 17 de abril de 2020, sin perjuicio de que se pueda prorrogar su duración por el Gobierno.

Государственная поддержка бизнес-инкубирования в период COVID-19, Мадрид.

Мэрия Мадрида объявила о выделении дополнительных субсидий индивидуальным предпринимателям и мелким частным компаниям, расположенным на площадках муниципальных бизнес-инкубаторов и инновационных площадках.

–          Заявление Отдела государственной экономики, инноваций и занятости города Мадрида и Главного управления по инновациям и предпринимательству об освобождении от арендной платы за 1 месяц индивидуальных предпринимателей, startup и мелкие компании, имеющие офисы в зданиях сети Business Nursery Network и городских инновационных площадках. Предприниматели, пользуясь необходимыми ресурсами для своего создания, роста и консолидации на рынке, платят арендную плату, утвержденную мадридским городским советом. Ежемесячная сумма рассчитывается путем умножения количества квадратных метров офиса на 7,15 евро в течение первых 12 месяцев работы офиса и на 9,53 евро начиная с 13 го месяца.

–          Цель налоговой меры – оказать помощь всем компаниям и работающим не по найму лицам, испытывающим проблемы в связи с  снижением уровня деятельности  из-за экономического спада в период пандемии.

–          У городского совета Мадрида шесть бизнес- инкубаторов: Carabanchel, Moratalaz, Puente de Vallecas, San Blas, Vicálvaro, Villa de Vallecas. Они объединены наличием физических пространств с предоставлением общих консультационных услуг по ведению бизнеса и непосредственного анализа основных потребностей компаний в первые годы их существования.

–          Главное управление по инновациям и предпринимательству будет продолжать предоставление услуг, связанных с поддержанием проектов. Т.о. мэрия Мадрида подтвердила свои намерения стимулировать развитие в области инноваций и созданию высокопотенциальных startup компаний. К примеру, La Nave Forma-одна из инновационных площадок уже объявила о проведении учебных мероприятий в in-line режиме.

–          La Nave Acelera сохранит программу развития startup посредством видеоконференций и проведением совместных вебинаров в internet режиме.

Medidas urgentes en materia de contratación pública, de salud y gestión de residuos sanitarios, de transparencia, de transporte público y en materia tributaria y económica

Hoy jueves 19 de marzo ha entrado en vigor el Decreto Ley 7/2020, de 17 de marzo, de medidas en materia de contratación pública, transporte, gestión tributaria, tratamiento de residuos hospitalarios y transparencia, aprobado por el Govern de la Generalitat de Catalunya.

Se procede a continuación a exponer las medidas adoptadas en función de la materia a la que afectan, haciendo un especial detenimiento en las de índole social y económico, y excluyendo las sanitarias.

En relación con la contratación pública:
– Se adoptan determinadas medidas en relación con el cumplimiento de determinados contratos actualmente vigentes en sectores de actividad altamente afectados por la situación generada. En concreto:
o Se suspende la ejecución de determinados contratos de centros educativos y edificios, instalaciones y equipamientos públicos en Catalunya. La duración de la suspensión comprenderá desde el 14 de marzo de 2020, hasta la fecha en que se levante la orden de cierre.
o Se suspende la ejecución de otros contratos de los entes locales.
o Se suspenden los contratos de obra y servicios o asistencias vinculados, contratados por la Administración de la Generalitat o su sector público.
– Se prevé la posibilidad de implementar mesas de contratación que se reúnan sin la asistencia presencial. Además, se autoriza la tramitación de emergencia por parte de los entes locales, en determinados supuestos.
– Se autoriza al Centro de Telecomunicaciones y Tecnologías de la Información de la Generalitat a utilizar los procedimientos de emergencia en una serie de servicios y suministros de tipo esencial.

En relación con los autónomos:
– Se prevé, bajo determinadas condiciones, una ayuda máxima de 2.000 euros a los trabajadores autónomos, en aras a paliar la reducción de su actividad económica como consecuencia de la pandemia. Se tendrán que cumplir los siguientes requisitos:
o estar dado de alta en el régimen especial de trabajadores autónomos de la seguridad social.
o tener el domicilio fiscal en un municipio de Catalunya.
o que la actividad se vea paralizada como consecuencia de la pandemia, y que al mismo tiempo se acredite una reducción drástica e involuntaria de la facturación.
o acreditar pérdidas económicas en el mes de marzo de 2020, en comparación con el mismo mes del año anterior. En caso de antigüedad inferior a un 1 año, la comparación se hará con la media de los beneficios mensuales del alta.

En el ámbito de materia tributaria:
– Su suspenden los plazos de presentación e ingreso de tributos. Concretamente, se establece la suspensión de la presentación de autoliquidaciones y pago de tributos propios de la Generalitat de Catalunya y de los tributos cedidos.

En materia de transparencia:
– Las solicitudes de acceso a la información pública se pueden presentar, únicamente, por medios electrónicos mientras estén vigentes las disposiciones y medidas de contención adoptadas.

En relación con el transporte público:
– Se prevé la necesidad de valorar el impacto que la disminución de los ingresos tarifarios tendrá en el sistema de transporte, así como incluir dentro de las previsiones económicas el incremento de los gastos de los operadores de transporte público como consecuencia de un mayor empleo de recursos materiales y personales.
